A Felly is a petpet. It is available here, or from the Shop Wizard for around 7,000NP.
According to its object description, "Felly floats in mid-air, and will follow your Neopet wherever he or she may go."
It looks a bit like an octopus with big eyes and cute bulbs at the end of its legs.
It comes in Blue, Fire, Halloween, Mutant, Rainbow, Red, Tyrannian and Yellow. This Petpet won the PPL, or Petpet Protection League in Week 131.
